AIIMS-Delhi allows doctors from other hosps to apply for medical superintendent post

NEW DELHI: Following amendments made by AIIMS in the recruitment rules for the post of its medical superintendent (MS), doctors from other public sector hospitals or medical institutes can join the premier institute on “deputation” for five years. However, there will be no reservation benefit for the post. Till now, the selection was made from among AIIMS’ own faculty.

Applicants need to have 14 years’ teaching and/or research experience after obtaining postgraduate qualification in his speciality or a master’s degree in hospital administration and at least seven years’ experience in the administration of a major hospital in a senior position. The maximum age limit will be 58 years as per the Government of India instructions for on-deputation candidates and 50 years in case of direct recruitment. The tenure for an on-deputation candidate will be three years, which can be extended for two years.

Last December, the medical superintendent of All India Institute of Medical Sciences, Dr DK Sharma, who was in charge since 2005, was transferred to a similar post at the institute’s RP Centre for Ophthalmic Sciences.

A senior AIIMS official said no proper guideline of the personnel and training department was followed for dereserving the post, which was advertised last year as an OBC post.

After converting such a post to deputation, reservation will not be applicable, said the official. As per rules, the administrative ministry/department may prepare a proposal for “dereservation” of a vacancy with all necessary details and justification for dereservation and consult National Commission for Backward Classes as the post was reserved for OBCs.

The proposal, along with the commission’s comment, will be placed before a committee of the secretaries of the personnel and training department, social justice and empowerment ministry, and the ministry where the post is available. The minister in charge of the personnel and training department is the deciding authority.

As both the MS posts at AIIMS are of the single cadre, the dereservation decision will be applicable to both.
